MUNICIPAL UTILITIES AUTHORITY – NEW ADMINISTRATION BUILDING
Settembrino Architects prepared a design for the East Windsor Municipal Utilities Authority New Administration Building. The program for the new building required that the Administrative Building have an interface with the general public while it was not necessary for the Maintenance Building. There was the desire for the buildings to be efficient and respond to the increasing need for alternative forms of energy to power the buildings.
To this end, the buildings are orientated with their long axis running in an east west direction, minimizing the east and west exposure to the low morning and evening sun. The east ends of each building are connected by a wall/fence which divides the site into the public section (adjacent the road) and a private section to its west. The wall extends beyond the buildings to enclose the secure maintenance yard with controlled access gates at its south and north ends.
On the public side of this element provision is made for undercover public parking which leads to the public entrance at the administrative building. As a convenience a drive through pay window is provided, serviced from the Front Office. An additional element east of the separating wall is a swale that runs parallel to the parking and is used as an element of the storm water management system. This will be grassed when not in use save for a circular fountain marking the entrance to the Administrative Building.
